They affect people who occasionally drive lorries, buses or coaches as part of their work but never carry passengers or goods, for hire or reward.<\/p>\n<p>The exemptions apply mainly to mechanics, valets and fitters (around 76,000 people). The driving they do is exempt from Driver CPC as long as all of the following apply:<\/p>\n<ul>\n<li>no goods or passengers are being carried<\/li>\n<li>the vehicle isn\u2019t being used for hire or reward<\/li>\n<li>driving lorries or buses isn\u2019t the driver\u2019s main job<\/li>\n<li>the vehicle is being used within a 50 kilometre radius of the driver\u2019s base<\/li>\n<\/ul>\n<p>There\u2019s also an exemption for drivers of vehicles driving to or from a pre-arranged appointment at a VOSA test centre or authorised testing facility.<\/p>\n<p>With these regulations now in force VOSA will not pursue or issue fines or penalties to these drivers for Driver CPC infringements.<\/p>\n<h3>You don\u2019t need to have Driver\u00a0<abbr title=\"Certificate of Professional Competence\">CPC<\/abbr>\u00a0if you are:<\/h3>\n<p>1) road testing vehicles:<\/p>\n<ul>\n<li>after they\u2019ve been repaired or serviced<\/li>\n<li>for technical development purposes<\/li>\n<\/ul>\n<p>2)\u00a0driving a vehicle to or from a pre-booked appointment at an official testing centre (This includes driving vehicles carrying a load that is needed for a laden braking test. A load may not be carried when driving to or from official testing centres in any other circumstances.)<\/p>\n<p>3)\u00a0driving a vehicle as part of an official response to a state of emergency or an officially-recognised rescue mission.<\/p>\n<p>4) driving a vehicle in order to prepare for or take:<\/p>\n<ul>\n<li>a driving licence acquisition test<\/li>\n<li>Driver\u00a0<abbr title=\"Certificate of Professional Competence\">CPC<\/abbr>\u00a0tests<\/li>\n<\/ul>\n<p>5) driving a vehicle that is either new or rebuilt and has not yet been taxed.<\/p>\n<p>6)\u00a0driving vehicles carrying goods, materials or passengers on a non-commercial basis (including your own personal use). \u2018Non-commercial\u2019 generally means that what you\u2019re doing isn\u2019t intended to generate a profit.<\/p>\n<p>7)\u00a0carrying equipment or material that you\u2019ll use in the course of your work, provided that driving the vehicle is not the main part of your job.<\/p>\n<p>This includes:<\/p>\n<ul>\n<li>trade tools<\/li>\n<li>goods such as building materials or cables to be used by the driver in the course of their work<\/li>\n<li>extra crew like a mechanics mate or any other person needed for the job<\/li>\n<\/ul>\n<p>You must have Driver\u00a0<abbr title=\"Certificate of Professional Competence\">CPC<\/abbr>\u00a0if you need a driving licence shown in the table to drive a relevant vehicle.<\/p>\n<table>\n<thead>\n<tr>\n<th>Type of vehicle<\/th>\n<th>Licence categories<\/th>\n<\/tr>\n<\/thead>\n<tbody>\n<tr>\n<td>Medium-sized vehicles<\/td>\n<td>C1 and C1+E<\/td>\n<\/tr>\n<tr>\n<td>Large vehicles<\/td>\n<td>C and C+E<\/td>\n<\/tr>\n<tr>\n<td>Minibuses<\/td>\n<td>D1 and D1+E<\/td>\n<\/tr>\n<tr>\n<td>Buses and coaches<\/td>\n<td>D and D+E<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>This applies if you are either:<\/p>\n<ul>\n<li>a national of any\u00a0<abbr title=\"European Union\">EU<\/abbr>\u00a0country<\/li>\n<li>a national of a country outside the\u00a0<abbr title=\"European Union\">EU<\/abbr>, but you work for an organisation that is based in the\u00a0<abbr title=\"European Union\">EU<\/abbr><\/li>\n<\/ul>\n<p>You don\u2019t need to have Driver\u00a0<abbr title=\"Certificate of Professional Competence\">CPC<\/abbr>\u00a0if the vehicle is not allowed to exceed 45 kilometres per hour (<abbr title=\"Kilometres per hour\">km\/h<\/abbr>) on any road.
